Going farther back in history:
If the coaches are lighter, two can be pulled.
Larger coaches are back to one at a time.
The roadbed would require improvement for horses, so maybe use a horse-powered locomotive. Increase the number of horses for more power.
In the yards, a two-man-powered switcher could be used.
