That is correct John, well from everything I've read on this.
Freight Trains - the locomotives would be separated throughout the consist. (Mid-Train or Rear-End Helpers)
Passenger Trains - Rules did not allow for mid or rear end helpers so all locomotives at the point. This is were we see the passenger trains stopped and sending the locomotives across one at a time.
There is one film clip, transferred to video, of a Rocky Mountain Railroad Club Excursion were a K-28 (476 I remember) and a K-37 (490 I remember) charge across Lobato Trestle without stopping and separating. I'm wondering if the K-28 were light enough that the rules were not violated?
