Quick answer yes. My understanding is the landowner is not so much hostile as cautious because he was sued by a trespasser who injured himself on his property. The landowner has been very cooperative when the railroad needed access to repair the bridge. The bad guy here is not the landowner but the idiot that sued. At least that is my understanding, others closer to the action may correct me.
Lobato is a tough bridge to photograph, because it is in a steep gulch surrounded by trees. Most pix just show the top of the bridge with no sense of how high it is. Back in the old days I did a lot of hiking around the bridge looking for angles, and the only decent shot I could find was this one.
And to get the above view I was percariously ballanced on a stump holding the camera with one hand after a somewhat difficult hike along the primitive fisherman's trail that sorta follows the creek. I can perhaps understand why the landowner is nervous about folks injuring themselves. Of course using a drone like Roger makes a whole different game of it. Roger has gotten some nice video from on high.
I think Cascade is more photogenic, has a greater variety of interesting angles, and is a lot easier to access.
