The fastest I have ever ridden a bicycle is around 35 mph -

Downhill from Cumbres to Coxo.   OTOH, about the slowest I have ever ridden a bicycle – other than getting off and walking –
was uphill from Coxo to Cumbres, about an hour earlier.

But that was many, many years ago — when I was a mere whipper-snapper at age 60.  I wouldn't try it today, not even downhill.
