Perhaps learning from the stencil maker you mention, whoever made the stencil that is in D&RGW 3148 chose to take a shortcut rather than risk misspelling....
This stencil had a space for the day, but it was not utilized.
This seems to have been a one time thing, all of the stencils like this I have seen are dated 1944.
The first time that I repainted 3148 (in 2002) I respected the stencil and used Sherwin Williams paint.
