Some times it takes a while to get things done. I found the documentation I was looking for, The rule book of January 1, 1938 specified the change from green to yellow. The RGS, which used the D&RGW rule book even though it was a separate entity after 1929, didn't get the bulletin out on the change until July 14, 1939. Glad to see they beat the big road!
