Check out the pines in the background of this shot taken just west of Big Horn in June, 2008 — nearly ten years ago:
It's a LOT worse along the CO-NM border today. And the last time I drove over Wolf Creek Pass – nearly three years ago – it looked about the same as the photo you posted above . . .
