1938 ICC ruling on LCL freight

I re-read this at lunchtime and wonder what you folks know:

"Less-than-Carload merchandise was handled in the baggage cars until 1938. It was then discontinued because of an unfavorable (to the railroad) ruling by the Railroad Labor Board which resulted in a back payment to the crews of some $90,000"
