if you're building the Bender for a large railway and can afford it, go with a Porta-Power hydraulic setup. But if you're only doing a short section of display track, or short Tramway the fabricated frame and bottlejack is easiest. PM me if you want specifics and dimensions.
I'd view a number of those abandoned mine exploration videos and note a lot mine track was rather crudely laid by Miners not Trackmen and has a different look to railway track.
Small time operations i.e. drift, and I use the term loosely since a "Bend" wasn't a curve in most instances, sometimes just a couple of kinks and a jog at the joint. The Miners didn't like to "bend" any more rail than they had to unless there was a person dedicated to do this, or done in a Mineshop if the mine had a long haulageway.
If I was to build my Bender again, I would look to making interchangable heads for differing Rail sizes, my original bender was specifically fit to my half an I-beam fabricated rail, not my fabricated strap rails nor any scrap rail in 10-12-14lb sizes.
