The Alishan RR had many switchback, so I don't think that the torque issue is the reason. BCP provided a pic of one of their Shays in Australia that had the "correct" orientation. I wonder if the gears were moved to utilize the other side of the gear teeth, but this also doesn't make a lot of sense. Was someone in their shops left handed? no insult intended to our left handed members.
