Not so sure about that. This was in the period when Mr. Herrington was reciever of the RGS and he seemed much more content to rent D&RGW engines than Mr. Miller had before him. The purchase of 74 (and of 461) took place after Mr. Heerrington's death, when Mr. Fuller was reciever.
Also, part of the reason for the later purchases was that Mr. Fuller had become aware that D&RGW was planning to eliminate the lighter classes the RGS could rent over the next few years.
