My feeling is that even if it were relatively inexpensive and quick to upgrade to allow for a k-27 or k-28 (such as was mentioned upgrading the Silverton branch for a k-36), they still wouldn't do so unless there was a need. And from what I understand, there never was that much of a regular need after the Ks became available. I also assume the heavier Ks were more needed on the steeper and busier parts of the line. So why upgrade this part of the system when the Ks are all busy on the other parts of the line, anyway?
