Tom, I believe the answer lies in the words, "set out to reduce" that occurred at Antonito. I take that as meaning there were too many carloads bound for Cumbres and beyond for the locomotives to haul over the pass, so tonnage was left at Antonito for a following train to pick up. The cars left at Antonito were not necessarily destined for Antonito.
