Maybe #497's throttle is closed – hence almost no exhaust – and a hostler is running #496 as he moves them both around the loop and then to the coaling tower or water tank. Or #497's engineer may have collapsed on the floor of the cab due to the heavy fumes coming off her freshly painted Moffat Green jacket.
