At the risk of belabouring this point...what appears to me. Please notice that the arrow head points to the archtopped shroud behind the pulley and that a belt guard usually covers the Belts, not fashionable at this time.
The belts drive to another fan pulley mounted on the Fan shaft, the lower pulley is shaft driven from the pulley/belt set off the crankshaft. Standard Caterpillar practice I think, it was on our Cat-engined DSB shunt locos. Our DA (G12's) had motorblowers bolted directly to the frame, the ducting is intregral in the frame to bellows connecting the tractionmotor.
