In your photo what gives it away is the plow. Although #483 did wear a plow on 11/23-24/68 while still painted in the Scarlet Harlot movie make-up from her starring role in TGG&TBG, she was lettered for the Rio Grande at the time:

The plow had been removed prior to her being turned over to the C&TS on 09/01/70, her arrival in Chama on 09/06/70, and her several subsequent trips between Chama and Antonito during October of 1970:
