Rich Muth has raised a good issue. The 70 car max applied to eastbound trains coming down off Cumbres. I cite it here because the westbound trains seemed to run at about the same length, and since it was a closed circuit with the same number of cars moving in each direction and usually the same number of trains, the eastbound limit kind of drove the process. At least that is my theory.
