I'm surprised no one else has jumped at this, it's a really good question but one that I don't really know the answer to! Maybe Earl or another air brake guru will tell us.
What I can figure is the tanks on the C-16's give the impression of being larger than most because they weren't as long as most tanks. So I think they made up for it in diameter, but I could be wrong.
Another thing is, in mountain braking pressures of the train line and the main resevoir are often increased. It seems to me that the main resevoir needs at least 20 lbs of excess pressure over the brake pipe to work the best. Now, I would imagine charging the main resevoir from, say 110 p.s.i. to maybe 130 p.s.i. would also increase capacity but I could be wrong.
I don't know much about air but it does interest me, hopefully some of this helps!
