You may be right about it being a rail bender, but look closely at the dies, it looks like it takes round stock. Not only that our railbender at OERM bends rail a notch at a time (about 4") because of the high pressure needed to bend the steel. This machine looks like it bends something continuously, if so bending rail would take a much larger machine.
edit, upon blowing the picture up there is a notch at the bottom for the bottom web of a rail, so perhaps they used this machine to bend the loop rail for the turntable in the background.
