The most likely scenario is that the Kovalchick Salvage Co., owner of the East Broad Top, delivered full-size relay ties to the railroad from some standard gauge railroad take-up they happened to be engaged in. Every time I've visited one of their salvage yards, there are thousands of ties neatly bundled awaiting sale.
