One of the arguments I remember hearing about not restoring #42 (in addition to the aforementioned cracked frame) was that she was just too light to haul anything the D&SNG needed her to pull. She saw less run time than the other RGS 2-8-0s in later years (until, of course, #40 wrecked) because apparently the difference between the C-19s and the C-17 was less trivial than we might think.
That said, the D&SNG and C&TS have had plenty for D&RGW 315 to do, and I can't speak for the difference in power.
With the tremendous surge in locomotive restoration we're seeing this decade, I wonder if it's just a matter of time before we see #42 under steam again.
