Sierra's parts room is probably loaded with brass parts. A random thief would have stolen random parts. For him to gather and steal just the loose parts needed to make a complete Monitor #8 injector says that he had a shopping list for a specific project.
Sierra's #36 also uses Monitor injectors. From my experience with her, the thief may have done Sierra a favor.
IIRC, several years ago, the WP museum in CA also had an injector stolen right off their engine, though not in a way that would suggest that it was anyone other than somebody who needed an injector for their engine.
