Paging R. W. Richardson - . Seriously, I think someone with a stamp collector background might be able to shed some light on this. I think technically the mail has to be cancelled by post office employees or contractors. One-day special cancellation events have been done at other locations, so possibly it could be accomplished for the C&TS. A big part of these events is marketing special cancellation 'covers' to the stamp collectors.
