That should be the "Dinky" (Chicago & NorthWestern #278) in Fennimore, Wisconsin.

Built by the Galena and Southern Wisconsin Railroad, it was acquired by the C&NW in 1880. It ran until 1926 (I believe) and a sister locomotive (#279) went to Pioche, NV.

The last I knew, it was still on display in Pioche.
