I think toe photo was taken on the 19-inch gauge "Overfair Railway" at the 1915 Panama Pacific Exposition in San Francisco. The Pacifics were built by Louis MacDermott to 1/3rd scale. After some changes in ownership they now operate on the Swanton Pacific RR near Davenport< CA
