It was there from the earliest days of the D&RG, IIRC. There was also a turntable at Osier once upon a time, was there not? It was removed when K-27's replaced the little 2-8-0's and 4-6-0's over Cumbres Pass. Though it hadn't been used in many, many years, the coal dock was more or less still there on Labor Day Weekend of 1971 when #483 returned to service after her first overhaul by the C&TS – its skeleton is partly visible at the lower right edge of this photo:

If the switch is still in place, then the easiest way to get some coal to Osier would be the histöric way - in a drop-bottom gon. Just back it in next to the dock, dump the coal on the ground, and use a loader to get it up onto the dock. What a great opportunity for Phraud-O-Graphs to re-letter #315 in the old D&RG style, back her in to the dock, and have an appropriately-dressed crew shovel coal from the dock into her tender.*
