The only section not owned (still) by the Kovalchick Corp. is from the Aughwick bridge to Mount Union. Everything from the Aughwick bridge south, including everything in Rockhill, still remains in the hands of the Kovalchick Corp. The entity (East Broad Top Preservation Association) that purchased the Aughwick to Mount Union segment only purchased the ground. The rails, enginehouse, rolling stock, and mineral rights all still belong to Kovalchick Corp. The deed is a particularly fascinating read. It is available for a small fee from the county courthouse.
The EBTPA's intent was to open a railcar repair facility with profits from that to be used to purchase the rest of the railroad. To this day, nothing of any significance has been done, which comes as no surprise to anyone close to the situation. They seem to be hell-bent on state funding for the remaining purchase, which we all know won't happen.
So, the controlled decay continues with no end in sight.
