Hi,
Good point.
It feels strange to me that people do not understand or know of the ICC. (born 1955)
Of course, one of the big challenges of "Dirty Harry" was getting from phone booth to phone booth in a fixed time. Today - "What's a phone booth" or "what about a cell phone".

interchange service
The ICC could only regulate interstate commerce. Interchange service was considered interstate commerce.
Anything kept for on-line only service was exempt. For Instance, MoW equipment.
Since D&RG(W) narrow gauge had equipment that never left its own lines (interesting question about the RGS), Their narrow gauge lines were considered exempt.
Another interesting question is about a D&RGW shipment via narrow gauge from Farmington or Aztec or other NM places to Colorado locations. Interstate but not changing lines.
Challange:
D&RGW traveled between two states. WP&Y was Alaska to Yukon Territories Canada (not interstate I guess).
What was the last narrow gauge railroads prior to D&RGW and White Pass that crossed state boundaries?
