Yes they are former NY Elevated Railroad Locomotives. They were considered surplus and sold to the Council City & Solomon River Railroad in 1903. The locomotives were 1881 and 1886 vintage New York Locomotive Works 0-4-4 Fourneys and were the only standard gauge railroad locomotives in Alaska at the time.

We have witnessed valley
and plain and crest,
Canon and pass we've scanned;
We have seen the best
of the glorious West,
by the trail of the Rio Grande
