I hope one of these days they catch one of these fools operating without adult supervision and make him or her a very costly and very public example of the downside associated with this kind of dangerous foolishness. Not sure what enforcement mechanisms exist within current law and regulations, but I hope it does not take a tragic accident to make it happen. The only good news I can think of is at least the Constitution does not enshrine the right to "bear drones".
