I do not know about icing cars on the narrow gauge, but, in 1957-58, I was often on the ice docks in Phoenix where ATSF iced the produce cars and block ice was all that was ever used. This was true in Tucson and Nogales, too. No crushed ice, so generally, it may be either way depending on location and railroad.
