What it is is this user is using a free screengrab software (bandicamp) to record whatever is going on on his screen, in this case viewing the Chama webcams. In the process it also recorded the music he was listening to at the time as well as his mouse movements and whatever windows he happened to open while recording.

Rather poor quality stuff. Usually it's used to pirate videos from Youtube.
