if you watch it again you will see the brake levers are vertical on of side of the log bogie, these were paired together with a rope block and tackle and you'll see the brakies all pulling on their ropes to actuate the brakes on each pair. Log bogies in NZ had an outside board brake that pressed inwards against the wheel treads.
Here is a picture in New Zealand of the Bush tram that once existed at Raurimu, only one of the pairs are braked but controlled by ropes from the brakie riding on the rear set.
