To answer your questions:
NARCOA has guidelines for custom or "home-built" cars. They're available at [
www.narcoa.org]
For a person new to the hobby. The best way in is to buy an existing car and gain operating and maintenance experience. I jumped in with little information and bought a rusted wreck of a car. We wound up reconstructing most of it. There was much consternation and fundage expended in the process. Had I purchased a running car, I would have been out and running much sooner. On the flip side, I am
thoroughly familiar with how everything on my car is assembled and functions. We disassembled the
whole thing and put it back together again. It took a couple of years to finish that work - time I could have spent out on the rails. My best advice is jump in and get your feet wet and then figure out your next step. Building a car is a step best taken with some experience to lean on. Attached is a photo of what we started with. Elsewhere in this thread is a photo of the finished product.
