The question has been asked a number of times, and from what I've read and heard, Mr. Harper bought the operation of the railroad. I'm not sure how
the issue of equipment charges is figured into this but i would think that he's responsible for the maintenance and upgrades out of the proceeds from the
operation. Physically I don't think he bought anything.
