It could also be a tank filled with caustic alkali (and maybe solvent also) that might be hooked up to a steam line to clean running gear. Most engine terminals had stationary steam lines running around for this and other purposes (melting snow and ice, etc.). With some effort, it could be hooked up to a live locomotive also.
