The shovel appears to be clearing a slide. There are buried rails sticking out of the rocks. It looks to me like the slide was bypassed while being removed. The NG train transitions from 4 rail to three rail behind the men on the right. Shovels often worked on sections of portable tracks that were moved along with the shovel as it advanced, but sometimes a continuous track was laid. The SG track look like permanent or heavy traffic track, with tie plates and 8 spikes per tie.
