Be careful in following what a model manufacture may have done. They tend to be like sheep and follow what the previous guy did until it has become defacto the "standard". Case in point, I think you will find that if you look closely at the Conoco paint scheme for the silver tanks that they also were black on the lower riveted bottom tank plates and the hand grabs and railings were also black to contrast with the silver tank body. I don't have access to point you to other photos at the moment but here is a previous thread on the NGDF that had a bit of information to get you going.
