That's true in the IT world as well, Ed. More than once I've had to completed gut a switch room (or build a parallel solution adjacent) and start over. Just human nature, I guess.
There have been a few times I've gone back after I cleaned one up and found cables run improperly and messy. Those were promptly cut in half and the guilty party made to fix it properly.
