I was thinking something along the same lines as Karl, but that perhaps this building was constructed in part from repurposed material. I live in an area that once had several large lumber mills and much to my consternation as an electrical contractor have run into a number of home built of mill ends laid flat as Karl mentions. This makes fishing wiring in walls impossible. Usually the situation is not obvious until you try to cut a hole in a wall. Many of these houses have a combination of construction just to make it interesting. I have worked in one place in which the ceiling of the first floor/ floor of the second floor was solid lumber built of laminated 2x8 pieces on edge.
