The Narrow Gauge and Short Line Gazette is still published bi-monthly which you can subscribe or buy at your local hobby shop (if you still have one).
Bob Hayden did create a DVD by scanning and page files for the first 50 years of Gazettes including Finelines and Slim Gauge News through 2014 which is what you may be thinking of. Here is a link to the DVD which takes up a whole lot less shelf space....
