This is just a guess on my part, but I wonder if the tracks that were regularly used where four rail, but the tracks used for dead storage were three rail and used very carefully on and off the table. If I remember correctly there were a bunch of tracks used for dead storage of out of service engines on the northeast quadrant of the turntable, just north of the relatively new standard gauge part of the roundhouse.
