I think the dispute involved LCL freight packages that the D&RGW handled in the baggage cars on the San Juan instead in a LCL box car on the freight trains.

Railway Express Agency packages may seem to be the same, but the service was sold as expedited on passenger trains. And the REA was separate from the freight railroads and supplied or contracted for a messenger to oversee the express packages.
