What is this car?

Yesterday, I rode the Georgetown Loop. I saw an interesting car.
I have been riding the C&T long enough to know about these cars (#250):
But then there was this one (real wide) I don't know anything about:
The outside is metal. The inside has real cushy seats. As can be barely seen, the top of the cars are lettered "Cumbres and Toltec", while below the windows there are remnants of "Governor Bill Richardson". I am going to guess this is some kind of Dan Love swap.
