The table at Carson city is based on a Southern Pacific design. You will find that the table at Laws is similar. Orange Empire's table is also based upon the SP Design, casting patterns from the Carson city project; but, with changes to more closely match the table at Laws.

Basically the locomotive is to be balanced on the table. But the rails and wheels are there in case the locomotive cannot be balanced.
