I get what you are saying, but it really doesn't matter. Back in the Rio Grande days, engines were taken out of service now and then, and finally some became non operational. 485 was scrapped, but it was not a case of "Oh we need another 485 to complete the set". Given that for years some of these engines have not run at all, bringing them back from oblivion is more important than numerical order in the minds of most everyone. Also you forgot to mention 494 and 495 which the C&TS owns(on display).
Personally I would like to see 491 run on the D&S or C&TS some day, as its a relatively newly rebuilt operational K-37, none of which are operating anywhere on former Rio Grande tackage. Just sayin!
