According to Wayne Weiss, a very knowledgeable source, this is Canadian Locomotive Co. #3001 12/1958 a 30" gauge 35 ton 320 HP 6 wheel diesel mechanical (or dies. hydraulic) built to a Davenport 40-H-6-L1 design. This locomotive used to be numbered #4301, a Minaz number and ran at Central Guipuzcoa (later Central Esteban Hernandez) at Marti east of Cardenas.

The background of the photo looks exactly like most hurricane ravaged Cuban locomotive sheds and the number looks like they took the old Minaz number 4301 and just added a 6 which would make it a Ferrocarril Cubano number. There was only one Minaz 43_ _ diesel so 64301 is probably still a very unique number.
