I vote for Red Mountain town in the early 1900's. The locomotive is a mistry, At this point in time, the Silverton #100 had a more modern headlight and no marker lights. The loco is either SN #1 or a leased D&RG locomotive. At this point in time, the Silverton/Silverton Northern was converting over to knuckle couplers and was leasing D&RG power in the interm. That could explain the discrepancy in couplers.
