Notice that the locomotive has 3 domes. Could this be a 0-6-0? Perhaps ex Wasatch & Jordon Valley 2,(U&PV 1), (D&RGW 110), a Dawson & Bailey or National Locomotive Works product.
Or it could be a ex Utah & Pleasant Valley locomotive 2 (D&RGW 113), a Porter Bell locomotive same as the Colorado Central's 4-6. Although the picture is fuzzy, locomotives don't look like a Baldwin product which were U&PV 3,4.This locomotive also does not have the dome placement identical to a CC Porter Bell.
Or it could be a ex Bingham Canyon & Camp Floyd locomotives 1-4, (D&RGW 112, 115, 117, 118 respectively).
I wish I could see a good image of a BC&CF locomotive or of the W&JV locomotives.
Kind of looks like Dawson & Bailey built W&JV 2 or by the time the photograph at Green River was snapped it would have been D&RGW 110. Dawson & Bailey locomotives also were known for a taper on the tender's tank flare, tapering down towards the came and it kind of looks like it does this in the image (although fuzzy). Also known for three domes. See [
