IIRC, it was to avoid a similar complexities and difficulties that Project 2472 (now the GGRM) set up its Board of Directors to be self-selecting.  I know that was the case when we set up Project 3751 (now the SBRRHS), as we copied the 2472 group's Articles of Incorporation and just changed the names where appropriate.
